I am not sure when OpenOffice started for Windows. The public version of
Star 
Office did run on Windows NT and 98, and can output to formats readable
and 
usable by the current OpenOffice. 

Another possibility might be (if the machine has a CD drive) getting a
live 
Linux CD and running Open Office on that.
