I'm sure of lot of people who believe that "more expensive is better"
will disagree, but if you are going to have a single CD reader, writer,
and disk, ATAPI is a lot more cost effective. I have systems with both
ATAPI and SCSI, and there is just no advantage in performance or
reliability to SCSI if you are just burning from a source.
If you are trying to run on a heavily loaded system, have multiple CD
and CD-R, maybe you avoid a few coasters with SCSI, although I can't
document that, having burned ATAPI w/o problems on moderately loaded
systems.
The thing you must do is avoid having other i/o on the cable with the
source and writer devices. That means the CD-R should be on a cable by
itself, and if the disk and CD are on a single cable, disk i/o should be
limited. For <$50US you can get a PCI card giving two more IDE cables,
in ATA/33. You can get ATA66/100 for a bit more, but still less than the
diference in price between one ATAPI vs. SCSI CD-R.
For the use you describe I see no benefit to SCSI. On a server with
lots of i/o load and SCSI already in use, maybe SCSI would be better,
but for a home system it's somewhat like buying a dump truck instead of
a pickup, you pay for capability you are unlikely to ever need.
