"Preemp" refers to "pre-emphasis".  It's a technique in which the treble
frequencies of the signal are pre-emphasized (boosted) by several decibels
before the signal is converted from analog to digital form.  Tracks which
were recorded with pre-emphasis are flagged accordingly in the table-of-contents
and in the subcode.  During playback, a CD player will detect the presence of
the preemphasis flag, and will switch in a treble-cut filter which de-emphasizes
the boosted treble and restores a flat frequency response.  This treble-cut filter
also cuts the high-frequency components of the quantization noise.

Preemphasis is only rarely used today.
