First, if you are in a standard compliant environment you don't need it.
The best way is to use the the standard UTF-8 coding tigether with Rock-Ridge.
If you need to go M$, you get into problems because M$ decided to use the
non POSIX compliant UTF-16 coding.
There are currently at least 2 different patches for mkisofs which
should enable 16bit unicode to work as expected by M$. As I don't yet
know which is best or whether any of them is OK at all, I am hesitating
to include one in mkisofs.
