Very true. The better question is why RedHat doesn't comply with the FHS and LSB [ http://www.linuxbase.org/test/results/ ]... RedHat is not known for using standards compliant locations. It still uses /usr/man for man pages when the FHS calls for /usr/share/man. Solving this problem is a one-line configuration line change too (in /etc/rpm/macros).
