It's a dump of all the packets that make cdtext. You can find a description
of their meaning at the end of MMC standard.

AFAIK no. It would be much easier to create a cdrdao toc file. mp32dao
(contrib in cdrdao package) works with mp3 and ogg files and produces cdtext
tocs.
