You will find, that cdrecord e.g. uses 5% resources, the other tasks maybe another 5%, but that idle-time (should be around 90% in this example) is only 10% or less. Meaning: the ressources shown in "top" do not add up when the kernel falls back to PIO mode. It's quite easy to get confused about the real ressources-consumption, when just watching the processes and/or system/user times. Again: the idle time is important.
