Basically you are right.
To make it unabiguous:
Teings like his should be dealt similar to the short filename issues.
The Large File summit has been in 1995 and any recent OS should support
files > 2 GB - 2 bytes.
Unfortunately, the ISO-9660 specs are hard to read and hard to understand.
About 2 months ago, we did have a meeting with the Sun Filesystem crew and
finally agreed on how the ISO-9660 spec should be interpreted for files > 2 GB.
Currently neither Linux nor Solaris do support multi extent files (files > 4 GB)
with ISO-9660. I cannot speak for Linux at all as it is hard to get changes into
the Linux kernel (problem that might be obsoleted with OpenSolaris) I also
cannot speak for Solaris 10 first customer shipping release,
but expect full large file support for ISO-9660 either on Solaris 10 U1
or on one of the early OpenSolaris distributions.
