Not sure if this is the place to ask this question, but here it is:

I've got files in Windows with special characters in the file names, e.g.

NY CLS EPTL § 3-3.7 (2001).mht
NY CLS EPTL § 7-1.14 (2001).mht

The section character above is 0xA7.  But when these files are burned to CD/DVD 
the burner software makes a character substitution, such that the 0xA7 becomes 
0xBA.  This is true for Nero 7 and when PowerISO burns one of its own ISO files 
The ISO file itself retains the correct characters, so the translation is 
taking place in the burn process itself.

Any light you can throw on this problem would be appreciated.
