I assume your question is not about how to bring the formatted image on BD media but about how to properly format that image. For that you will have to specify the purpose and consumer of the image. E.g. - data file recording to be read by IT systems ? (About this i know a bit.) - video/audio recording to be read by entertainment DVD players ? Can it be you mean the UDF filesystem format rather than Unicode, the text encoding standard ? 2 GB is a limit of outdated system software rather than of ISO 9660 or UDF.
