That should give a hint. Ideally there shouldn't be any difference in building under cygwin or linux, as that is what cygwin is for, making Windows look like Linux/Unix. You could also try the src/build-cegcc.sh for cegcc, and src/build-mingw32ce.sh for mingw32ce. I regularly use them to build under linux and cygwin without change.
