Sorry, no. It is now quite dated, and the trouble of building a new 
package of an old version isn't worth the trouble
of downloading an old tree, building the toolchain, packaging an 
uploading it. That takes quite some time,
time that I prefer spending on the next release.

I meant the file on our svn repository under the /cegcc/src/ directory.

Follow the instructions here:
http://sourceforge.net/svn/?group_id=173455

but download this instead:
svn co https://svn.sourceforge.net/svnroot/cegcc/trunk cegcc

then cd  into  src/   and  build from there using those scripts.

This will get you a working toolchain much faster than waiting for the 
next cygwin binary release.
