Have no idea what the problem really is, but in gcc trunk, all those
-Dinhibit_libc in config/arm/* where removed.  The patch and rationale
was posted at gcc-patches, as usual, but I can't seem to find the link.
Maybe you can find the link, and test if backporting that patch fixes
your problem.
