Found it.  wchar_t support is only enabled if some tests for c99 support in 
wchar.h pass.
The checks are found in gcc/libstdc++-v3/acinclude.m4.
(grep for "Check for template specializations for the 'wchar_t' type.", and 
then for
  "ac_c99_wchar")
