(note: I've never used winres, so I'm clueless about the syntax.) Better error messages is always a good idea, but better confirm if what appears to be a subset isn't really the full c preprocessor, in the spec. I guess you know already, but, most users of windres would be at the mingw-users, and some would be at the binutils list, along with the original author. Perhaps you should ask there?
