Good news.  mingw32ce was accepted by the MinGW folks [1],
and is now blessed at config.patches [2] too.

With the acceptance came a name change though.

The new full canonical mingw32ce name is now:

arm-unknown-mingw32ce.

Yep, that "unknown" part sounded weird to me too, but
it refers to the manufacturer of the arm machine, and
is a common practice to use it for embedded systems.
*-wince-* was really an abuse of what is called the
vendor, manufacturer, or company field of the
triplet [3], so it had to go.

We also have the choice to use just arm-mingw32ce
or just mingw32ce, but the internal canonical name will
always be arm-unknown-mingw32ce.

We probably have to adapt a few things here and there
to conform to the new name.

The great news is that the path is now clear to submit
mingw32ce to gcc upstream.

A note: the new recommended way to match the canonical
name in config* scripts is now:

arm-*-mingw32ce.
