Ok, I take it back.  Built with ARCH=arm-wince-cegcc, it works, but
you need the huge dll.  Built with arm-wince-mingw32ce, it doesn't
link because htonl and friends aren't in the libraries provided (a
guess.)  If I implement them myself, it compiles and links, and runs
with mingwm10.dll installed, but then crashes shortly after starting
to draw the initial screen.

I'll read further into the docs hoping for an easy way to track down
where the crash is occurring.
