Hi,

after further fighting with my build system I can now answer my own 
question.
For other users hitting this issue: locale.h exists in the Mobile SDKs, 
but there is no support for setlocale() and localeconv() in the Windows 
CE C-Runtime.
So the virtual deletion of locale.h is correct.
