No, they don't. All the informations in the mingw headers have been got
from non copyrighted documents, mainly the msdn documentation
I've asked about adding a value that I found in a microsoft header. They
refused until I find a public (meaning, compatible with mingw licence)
source for that value. They refused wine values too, for example.
