It should be okay to merge these into 1.4.

In your local checkout, examine CS/bin/jobber-svn.cfg and copy the 'jam 
freezemasterheaders' tuple over to CS/bin/jobber-cel-svn.cfg and then 
commit the change to the repository.

Next, on the CS server, go to ~crystal/CS/bin and invoke 'svn update' to 
grab the changed jobber-cel-svn.cfg.

In the same directory, copy the same 'jam freezemasterheaders' tuple 
into the non-versioned jobber-cel-v1.4-svn.cfg. Finally, go to 
~crystal/scripts and invoke jobber-cel-v1.4.sh to actually run jobber 
against the 1.4 configuration.

There also are some release preparation scripts in 
~crystal/release-scripts, although I'm not sure what their status is.
