This sounds interesting.  Do we have any first-order approximation
of the amount of time udev spends probing and setting up devices
using discovery?

I don't want to chase this down to find out we only save 10 milliseconds.
I presume since things like external buses are involved, that the device
creation latencies are on the order of seconds, but please confirm this.
