I don't actually need that for PCEnv (and the survey results so far 
don't indicate that it should be a high priority). It was in the first 
draft of the specification because mozCellML needed it, and I didn't 
remove anything already in the first draft when merging with Andre's draft.

Perhaps this could be removed from this specification, since it doesn't 
really fit in a "simulation metadata specification" anyway, and we 
probably don't want to be stuck with it forever.

If we are going to do this, why not use the grouping facilities already 
provided by CellML?
