It seems that existing data in tracker items can be changed with no reporting
to the CC list or in the item history. Things like summary, platform, OS, etc.
It would seem better if these changes could be represented in the item history
somehow.
Perhaps its just a permission thing and I can do whatever I want? whereas a
normal user might not have such power?
