Yes that's right

About the policy: there is no formal policy yet, for now patches get a
quick review by me - just to check that we don't introduce new issues
and keep an eye on what's going on. Until now I only refused a patch
where some strings were printed without using gettext, I asked the
author to fix that before including the patch in the main branch.
About the timeframe: we do not have such a regular contribution flow
so we can't make any assumptions about timeframes. Development is
seriously conditioned by the time available to single contributors and
releases depend on my own free time which has been close to nothing
lately. We hope that this will change for the better in the future,
but there is nothing right now. Hopefully with all these distros
packaging centerIM there will be more and more people getting involved
and we'll reach that kind of stability.
