This GitHub location was created some time ago by me to have a mirror of the CenterIM 5 repository and to be able to use Travis CI for automated testing. The project page for CenterIM remained at centerim.org and is linked from the GitHub page. I'm not sure if someone from the community is willing to take over the hosting but as I am myself not able to do so, my general thinking was to use services provided by GitHub.
