A reference to the japanese mailing list was added sometime ago to this page:
http://wiki.centos.org/GettingHelp Now, the new frontpage takes you (after a couple of clicks) to: http://wiki.centos.org/GettingHelp/ListInfo which does not contain the info about the .jp site.
