Don't even allow the pirates to go to sea. Have the French blockage the ports on the Gulf of Aden, the USA blockade the main ports on the IO coast, with India an active partner in the process. Heck, the Bharati navy could put its aircraft carrier to good use, patrolling the sky in the area. The stuff Hillary seeks is OK, but is, IMHO, what should be done after the ports are blockaded.
