Sure, as I've said before he is ultimately responsible for anything that goes wrong. However, it is still unclear whether this is due to partisanship, neglect, or poor judgement on his part. So far, we don't even know who decided on the dealer allocations, much less what inducements, directions, or pressure was brought to bear. Do we?
