Perhaps you can start by pushing people like Dr Ernie into the government?
You need a voice in there to start talking. In my country, the opposition
only account for 2 out of 84 voting members in the parliament. Not much they
can do with 2 votes, but it give them the chance to speak up in an official
manner. If you want to change the voting system I believe you need to start
by having someone to propose an amendment.

For reality sake, maybe he must choose a political backing by consider
joining one of the major party for now. I see more hope in reforming your
Republican party, since everyone there seem to have lost their direction and
need of a new one. I personally like one of the house member, Dr Ron Paul.
He is an example of someone who has his support regardless of which party he
comes from.

If no one here is comfortable of going into 'real' politics yet, perhaps you
can actively work with current people in the House. Deepening the tie among
the House members and their represented, while slowly bringing them away
from partisanship.

However I must say that no matter how RC you can be, you are still going to
be the minority. Not minority in House representation, but minority relative
to the total population. Remember, majority of your fellow country men
doesn't vote. Still, if you are able to convince your countrymen that by
changing the voting system (according to Dr Ernie's) they vote can start to
make a difference, people might start flocking to the voting station. But
that is assuming the current polling system is the cause of
the reluctance to vote, and not pure (selective) ignorance. One thing for
sure is, you will need a lot of media resource to broadcast such a very
powerful message. Perhaps that will justify the need to work
with existing political party for now.
