I still don't think working "within" government provides the maximum leverage. I'm not sure how things work where you live, but America has an extremely active "civil society" arena, with Foundations, Non-Profits, Associations and other other non-governmental organizations that are arguably *more* capable of injecting novel ideas into the public debate than politicians. In particular, I have attempted to join and influence two such movements.
