Louisiana used to require a bribe to get your trash picked up. OK, maybe that is a LITTLE exaggeration. However, that is why the levees were not ready for Katrina after the levee board politicos skimmed their cash: there wasn't enough left for actually doing their jobs. Dallas seems to require that Low-income housing gets into the "right" neighborhoods by greasing the palm of the city councilman of the district. And his lobbyist wife. What kinds of leadership ?   I certainly don't have an answer, but maybe the question has value.   I'd also like to know if my perception of US culture / society is on the money. Are there hidden ( unacknowledged but real ) forms of bribery that we all take for granted and never even think twice about ?  Probably there are some, but are there more than a few ?
