Yes, there is a EU mirror of the ceph.com docs, source code and Debian packages at http://eu.ceph.com/
It's not a full-clone of the website, but it should contain everything you need, the the docs, see: http://eu.ceph.com/docs/master/

Doesn't seem so. I don't have root access, but it seems to be an Apache configuration issue, all the files are still present :)
