I have in fact already tried that, initially limiting the upgrade to mgr 
and mon daemons. Same as without the restriction - with "--ceph-version 
20.2.0" the upgrade fails immediately with "ceph cannot downgrade to a 
dev release", with "--image quay.io/ceph/ceph:v20.2.0" the "cannot 
downgrade" appears in the upgrade status.
