   - The proposal is to continue the discussion on the PR



   - *Permissions to add/update "Labels" in redmine? Requires user to be
   admin/owner. Should PTLs be a part of those roles?*


   - The issue is custom fields concept in Redmine that can only be
   changed/added by a Redmine superuser (or admin)


   - Not a usual event (few times a year across components), just ask
   existing admins to create the labels for you

   - Practical risks: security, no new Python versions support, etc

   - No clear forks with strong community

   fork implies
