Hi, I also struggled with that gatherkeys problem. Are you using a customised version of ceph.conf (e. g. from previous ceph installations) during your cluster deployment or do you use ceph.conf exactly as created by "ceph- deploy new ..."? For me the problem disappeared after I switched to an unmodified ceph.conf file. But I did not investigate whether this behaviour is reproducible or whether it was pure luck that it worked with the unmodified config file.
