I think this can be achieved through multiple CRUSH rulesets. There is an example in the docs which explains how to differentiate between SSD and non-SSD storage: http://ceph.com/docs/master/rados/operations/crush-map/#placing-different-pools-on-different-osds The principles shown here can possibly adapted to you use case.
