When did you make the change? It worked on Friday albeit with these extra lines in ceph.repo:
[Ceph-el7] name=Ceph-el7 baseurl=http://eu.ceph.com/rpms/rhel7/noarch/ enabled=1 gpgcheck=0 which I removed when I discovered this no longer existed.
