Ok, I followed Michaels advice I was able to start mon without deleting /var/lib/ceph. It forced me to use the Ubuntu 16.04 image of ceph-container. The reason I wanted to delete /var/lib/ceph was that I wanted to switch to the CentOS 7 image which is becoming more standard in ceph-container and probably has better support.
