I usually do "luci -> Collections -> Luci & Luci SSL", also "Luci ->applications -> luci-app-sqm".
I vaguely remember 'luci-app-sqm' not showing up unless you had 'luci collections -> luci' enabled, which foxed me whilst trying to write up some 'bleeding edge, install 'cake'' instructions (which I really should test again now that some more feed related patches have made it in)
