No, Broadcom created a video processor with an embedded ARM cpu. An engineer who works at Broadcom got permission to create a board based on this chip outside of Broadcom on his own time. This board was the original Pi.

Broadcom does not develop the Pi or special chips for the Pi. The Pi designers watch what Broadcom makes available and makes use of those chips in their designs.
