I think a penalty fee is good. The league can raise funds that. Secondly,
teams will be forced to make it for games in order to avoid such penalties.
If that is not in the constitution guidelines as King is asking in his
email below, I sugguest it should be revised to incorporate it.

Isnt there a constitution that guides us in terms of these situations?
If not its worth brain storming at board level other than letting it open
as you suggest.
Some people will not come up with constructive ideas on this or they shall
suggest what will best fit them
