These Subcommittees are appointed by executive members and each one has to be headed by a member of the executive. This means that if you want to head a subcommittee on Fund-raising for instance, you have to be a member of the Cezobal executive. if you just want to be a regular member in the fund-raising subcommittee you need to be appointed.
