Anything that takes over 15 minutes should be billable.

  Someone said minimum billing time should be one hour.  I agree, although not
everyone will.  I work for one client, doing work for one of their clients.  My
minimum billing is a half hour.  My client's minimum billing is 15 minutes.  I
work on a flat rate.  My client works on a sliding rate.

  All of sudden one day, I ended up doing some 'rush' HTML home page changes.
My client's client freaked out when the bill came.  There was a time I was
spending 1-2 hours on the phone a day w/ that same client.  It equals up to a
lot of moolah.

  If they are still adamant about that, give them bills for the full hours and
discount the phone call amount as 'professional courtesy.'
