Loved the HR and IT thread. Too bad it veered off into CV vs. Resume.

So, to rejuvenate the old thread:

1) HR generally writes the job descriptions; what they write generally
don't fit the actual jobs being offered - is there any way to interpret
what they really want?
2) Why would IT people leave so much discretion to the HR people? Are
their interests served by such a circuitous and confused process?
3) If the job is filled, someone has to be selected - who would this be?
4) Should job-seekers proceed without regard to the content of job
descriptions, playing the job lottery game instead? With enough
applications, you eventually get a job?
5) What are the turnoffs for the HR gatekeeper and/or the IT hiring
manager when an applicant is rejected?
6) Any known "turnons?"

TIA,
--John
