Hello Paul,
It would seem to me that the real challenge here would be the database
design.
I would think that you would need to set up 'groups' dependent on
location, office and department with their own permissions and then
set up individual permissions within the groups as necessary. Oracle
8i or Sybase SQL Anywhere should help with this. (Don't know much
about any others 'cept Access which is below this task.)
That is a massive application to develop (compared to my working
things out for 30 people in one location). But I think you can do it.
Identifying the need is half the battle, now all you have to do is
figure out how to meet it. Take your time going through the
flowcharting and database design. Review it with as many other
developers and your 'supervisors' as will stand to look at it and
comment on it. With something this big you can't really spend enough
time on planning it.
Of course, take this for the worth of its source; a one-year in the
industry, fresh-out-of-college idealist. That's me!

time really isn't the main problem here.
i can whip out most of the separate parts & pieces they want.
what is the problem for me is the structure as a whole.
how to integrate 2 separate coasts & 8 offices.
i have only had to worry about the 3 offices in the east coast so far.
so i need to figure out a way to rough out the logic of the site?

I just finished making a smaller, less powerful version of what Philip
Arnold has.
Permissions are based on user ID, like his.
It allows for moderate content management by non-techs.
I coded it all by my lonesome in CF/Access in less than a week.
Therefore, I don't think you really need a boxed solution unless time
is an issue.
