We've seen every captain, at one time or another, violate the prime
directive, and especially the temporal prime directive. It seems that the
prime directive only exists to be violated.
However, you're right, this was the most flagrant violation. At one time, I
found myself thinking the old Janeway seemed out of character. I couldn't
see her doing this. However, I think they offer a credible explanation --
she's grown angry and cynical in her old age knowing that she could have
gotten her crew home sooner and she didn't do it. That happens to old
people some times; character changes over time. The whole coffee thing was
a symbol of that.
