Yup, deisgn comes first...

We have a "standard" set of technologies, and we build the site including
these around the design - so if the design demands Frames, then we use
them - if it demands DHTML, then we use that...

Also, the designer may come up with something that us "tech heads" would
never have thought of... so it pushes us to create new toys...

Comes of having a designer who doesn't think of "What can I do on the web"

think about how to do it" <g>
