I understand that new words enter the language quite often. If this one
has done so, or will in the future, so be it. However, the suffix,
"ity," adds "a state or quality" to the word it is appended to. I don't
see how "a state or quality of concern" is in any way different from
"concern." 

I say the word adds nothing new to the English language, and thus give
it a thumbs down.
