For those that are interested, the commentary I mentioned previously was
written by Walter E. Williams and distributed by Creators Syndicate Inc.
It appeared in the July 4, 2001 _Tampa Tribune_.

While I obviously can't reprint the article, Williams makes a great analogy
between laws in society and laws (rules) in baseball.  He fully defines the
rule of law and demonstrates how you can tell if a law violates those
principles.

Oh, and by the way, I made a mistake in my description of the Latin phrases
that applied.  Here is the correct information:

"In nonprogressive societies, rule of law is absent.  Laws are not
general.. They're applied according to a person's status or group
membership.  There's rule not by legis - the Latin word for law - but by
privileges, the Latin term for private law."
