Actually, there is a Central American country that wants to create
a city
built on floating oil rig platforms. The platforms fit together like a
puzzle. These are rather large (in fact the US Navy is considering
setting
up large floating air fields on them). The city would be in constant
motion
floating around the world from city to city. It would have about
35,000
residents.
